Section 52 in The Government Of National Capital Territory Of Delhi Act, 1991
52. Contracts and suits.
For the removal of doubts it is hereby declared that--(a)all contracts in connection with the administration of the Capital are contracts made in the exercise of the executive power of the Union; and(b)all suits and proceedings in connection with the administration of the Capital shall be instituted by or against the Government of India.
