(1)The Council shall ordinarily meet for the transaction of business in the months of January, May and November in each year, but the President may, whenever he thinks fit and shall upon a written requisition of not less than ⅓rd members and on a date not later than 15 days after the receipt of such requisition, call an extraordinary meeting.(2)The exact date, hour and place of such meetings shall be decided by the President.
