15. Passing of Urgent Expenditure.
- Subject to Rule 9(3) of the Rules while passing any bills for urgent expenditure, the Chairman shall record his reasons as to why he considers the expenditure to be of an urgent nature. The expenditure so incurred shall be placed for approval before the next meeting of the Committee.No expenditure shall be incurred unless there is budgetary provision for it and the same is duly approved by the Committee.
