Section 2(1) in The Orissa Supply and Sale of Stamps and Stamped Papers Rules, 1990
(1)Treasury Officer of district and Special Treasuries shall furnish a forecast of requirement of stamps and stamped papers to the Board of Revenue by the 31st day of March for the year commencing on the first day of August and ending on the 31st day of July of the following calendar year.
