Section 38(a) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(a)unite with any other Kshettra Panchayat or Zila Panchayat as the case may be or other local authority in works or undertakings which benefit all the areas controlled by it and such authority; and
