(d)a liquor permit issued to any foreign tourist by visa issuing officers of Indian Missions overseas or the Director or Assistant Director of the Government of India. Tourist Officer in Bombay, Calcutta, New Delhi or Madras shall be valid throughout the State of Punjab; and
