Section 25(iii) in Mizoram (Finance and Accounts Service) Rules, 1991
(iii)A member of the service in the Senior Grade shall be eligible for promotion to the Junior Administrative Grade after he has put in a minimum period of 5 years in the Senior Grade subject to his ability, integrity and a character.
