Section 21(1) in The Orissa Beedi and Cigar Workers (Conditions of Employment) Rules, 1969
(1)The employer of every industrial premises wherein not less than 250 employees are ordinarily employed shall provide in or near the industrial premises, a canteen according to the standards prescribed in these rules.
