Section 2(1) in The Bhagalpur Municipal Corporation (Division of Bhagalpur into Wards) Rules, 1983
(1)Bhagalpur shall be divided into thirty seven territorial wards for the purposes of the preparation of electoral rolls for the wards and conducting elections of the Councillors from such wards. One Councillor shall be allocated to every such wards.
