Section 21(1) in The Orissa Panchayat Samiti Election Rules, 1991
(1)The Presiding Officer shall examine the authority of the Polling Agents, if any, present, authorised by the candidates and admit them to the polling station, if he is satisfied that the authority is valid under these rules.
