Section 59(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)The Adhyaksha of a Zila Panchayat may, by general or special order, empower the [x x x] [Omitted by U.P. Act No. 44 of 2007 (w.e.f. 20.08.2007).] or the Mukhya Adhikari to exercise or perform under his general guidance, any one or more of his powers, duties or functions except those specified in clauses (a) and (b) of Section 58.
