Section 28 in The Uttar Banga Krishi Viswavidyalaya Act, 2000
28. The Comptroller.
(1)The Comptroller shall be a whole-time officer of the University and shall, subject to the approval of the Chancellor, be appointed by the Vice-Chancellor with the approval of the Council on such terms and conditions as may be prescribed.(2)The Comptroller shall advise the University in regard to its financial policy.(3)The salary, allowances and other conditions of service of the Comptroller shall be such as may be prescribed.(4)The Comptroller shall manage the funds and investments of the University and shall advise in regard to its financial policy.(5)The Comptroller shall be responsible to the Vice-chancellor in the preparation of the budget and the statement of accounts of the University.(6)The Comptroller shall be responsible to the Vice-Chancellor for ensuring that expenses are made in terms of authorisation in the budget. When any revision of the budget is needed in connection with any new programmes or changed requirements or for other reasons, he shall prepare a revised or supplementary budget and cause it to be placed before the authority to whom such revised or supplementary budget shall ordinarily have been placed for approval. He may disallow any expenditure which may contravene the terms of any Statute or for which provision is required to be made by Statute.
