(a)the last date, time and place for making nominations for election to the seat of [Mayor, President or Councillor] [Substituted by Notification No. 84-XVIII-3-97, dated 7-7-1997.] which shall be the seventh day after the date of publication of the notice or if that day is a public holiday, the next succeeding day which is not a public holiday;
