(b)"Agenda Matters" means all the matters and business to be designated in the Statutes or in the. Ordinances each of which can be either included in the Agenda or be taken up for discussion and decision at a meeting of the Governing Board or the Academic Council or any of the Committees, as the case may be, only subject to the prior written approval of the Chancellor, consenting to the passing of such matters and business at such a meeting;
