Section 22(4) in The Marble Development And Conservation Rules, 2002
(4)Before starting mining or quarrying operations, conceptual ultimate limits of the quarry or mine shall be determined and dumping ground shall be so selected that dumping is not carried out within the limits of the ultimate size of the quarry or mine except where simultaneous backfilling is proposed.
