Section 24(5) in Delhi District Courts Establishment (Appointment & Conditions of Service) Rules, 2012
(5)For all other posts where more than one officer/official is promoted to a cadre atthe same time, the inter-se seniority of persons so promoted shall bedetermined—(i)If promotions are made from any one cadre by their inter-seseniority in that lower cadre;(ii)If promotions are made from more than one cadre of same grade, bythe period of their service in those cadres;(iii)If promotions are made from more than one cadre of differentgrades, by the order in which the names of candidates are arrangedin the select list.
