Section 8(4)(c) in The Chennai Corporation Servants Conduct Rules, 1968

(c)Permission to accept remuneration on "royalty basis" from the publishers shall be given in all cases except in the case of text books for use in educational institutions. In the case of text books, permission to accept remuneration shall be given subject to the condition that the Corporation servant retains no interest in the sale of copies of the book and that he receives only a lump sum as remuneration from the publisher.
