Section 25(1) in The U.P. Higher Education Services Commission (Group "C" And "D" Employees) Services Regulations, 2000
(1)No member of the service shall be allowed to cross the first efficiency bar unless his work and conduct is proved to be satisfactory and his integrity is certified.
