15. Meetings of the Council.
(1)The Council shall meet as often as may be necessary, but it shall meet at least once a year.(2)The Council shall have power to act, notwithstanding any vacancy in the membership or any defect in the constitution thereof, and the proceedings of the Council shall be valid notwithstanding that some person, who was not entitled to be a member, had attended, or otherwise had taken part in the proceedings of the Council.(3)The meeting of the Council shall be convened by the Director on the advice of the Chairman.(4)The quorum of the meeting of the Council shall be one third of the total existing roll of members of the Council.(5)In case of requirement, the decisions of the meeting may be taken by simple majority of those present and voting.
