Section 45(3) in The Delhi Agricultural Produce Marketing (Election) Rules, 2000
(3)A tendered ballot paper shall be the same as the other ballot papers used at the polling station except that it shall be:(a)of the last serial in the bundles of ballot paper issued for use at the polling station; and(b)endorsed on the back with the words "tendered ballot paper" by the presiding officer in his hand and signed by him and affixed with a distinguishing mark.
