Section 4(3) in Orissa Electrical/Mechanical/Telecommunication (Departmental and Professional Examination) Engineering Service Rules, 1957
(3)An Engineer on passing the examinations shall be placed in the same position with regard to future increments as if he had passed the examinations in ordinary course :Provided that an Engineer shall not be entitled to any arrear of pay in respect of the increment withheld for not passing the examinations.
