Section 2(1) in The U.P. Antarim Zila Parishad (Election of Representatives of Gaon Sabhas) Rules, 1961
(1)For every election of representative or representatives of Gaon Sabhas in a Block in the Antarim Zila Parishad of a district, there shall be a Returning Officer who shall be such officer of Government as the District Magistrate may nominate or designate.
