Section 9(11) in The Punjab Water Prevention and Control of Pollution Rules, 1977
(11)(i)The member-secretary shall sanction the annual increments of Class I and Class II Officers of the Board :Provided that the increments of Class I and Class II Officers shall be withheld only with the approval of the chairman.(ii)The annual increments of the employees of the Board other than those referred to in clause (i) shall be sanctioned by officers authorised in this behalf by the member-secretary.
