प्रधान मंत्री (श्री नरेन्द्र मोदी) : आदरणीय अध्यक्ष जी, इस सदन की उच्च परम्पराओं के अनुसार फिर एक बार सदन के सभी दलों ने, सभी सदस्यों ने श्रीमान तम्बिदुरई जी को सर्वसम्मति से उपाध्यक्ष के लिए पसंद किया है। मैं सबसे पहले सदन का, विशेष रूप से प्रतिपक्ष के सभी सदस्यों का हृदय से आभार व्यक्त करता हूं। श्रीमान तम्बिदुरई जी पहले भी उपाध्यक्ष के रूप में इस सदन का मार्गदर्शन करते रहे हैं, संचालन करते रहे हैं। वे सदस्य के रूप में भी बहुत ही सक्रिय रहे हैं। हर विषय पर उनके ज्ञान का लाभ सदन और राष्ट्र को मिला है। कुछ समय के लिए मंत्रिपरिषद् में रहने के कारण ट्रेज़री बेंच के कामकाज के भी अनुभवी हैं। उनकी और भी एक विशेषता रही है कि वे एकेडेमिशियन भी हैं। उनकी पढ़ाई वगैरह, विविधता भरे विषयों से उन्होंने अध्ययन किया है। वे एकेडेमिशियन भी हैं और एक्टिविस्ट भी हैं। सबसे बड़ी बात कि वे एग्रीकल्चरिस्ट भी हैं। ऐसी विविधताओं से भरा उनका जीवन है। मुझे विश्वास है कि उपाध्यक्ष के रूप में इस सदन को भलीभांति चलाने में उनका मार्गदर्शन काम आएगा। मैं उपाध्यक्ष जी को विश्वास दिलाता हूं कि आपके पास जो जिम्मेदारी है, उसे निभाने में शासक पक्ष की तरफ से, सरकार की तरफ से पूर्ण सहयोग रहेगा। मुझे विश्वास है कि संवाद के माहौल का पूरे सत्र में जो अनुभव आया है, उसे बल देने में आपकी भूमिका भी काम करेगी।
मेरी तरफ से और सदन की तरफ से आपको बहुत-बहुत शुभकामनाएं और बहुत-बहुत बधाई।
श्री मल्लिकार्जुन खड़गे (गुलबर्गा) : अध्यक्ष जी,तम्बिदुरई जी एक बहुत बड़े नेता हैं,जो एआईएडीएमके पार्टी से चुनकर आए हैं। वे सतत् छह-सात बार संसद में चुनकर आए हैं और अपने व्यक्तित्व को दिखाया है। तम्बिदुरई जी लॉ मिनिस्टर,कम्पनी अफेयर्स मिनिस्टर,सरफेस ट्रांसपोर्ट मिनिस्टर भी रहे हैं। उपाध्यक्ष के पद पर भी उन्होंने काम किया है और इस सदन को बहुत नजदीक से उन्होंने देखा है। वे सदन के काम काज को बहुत अच्छी तरह से जानते हैं। अभी जैसे प्रधान मंत्री जी ने कहा कि वह एक बहुत बड़े विद्वान भी हैं। एम.ए.,एम.फिल. और डी.लिट जैसी डिग्रियां भी उन्होंने हासिल की हैं। शिक्षण में भी वह बहुत आस्था रखते हैं। वह बहुत से एनजीओज भी चलाते हैं और एजुकेशन सोसायटीज भी चलाते हैं,मुझे मालूम है। इसलिए एक ऐसे व्यक्ति को,जिसे यहां पर आज अपोजीशन के लिए डिप्टी स्पीकर का पद दिया गया है,मैं उनका हार्दिक स्वागत करता हूं और अभिनंदन करता हूं। मुझे इतना ही कहना है कि वह सभी को देखेंगे।...(व्यवधान)सभी के साथ एक सुलूक करेंगे।...(व्यवधान)
डैमोक्रेसी में सबसे महत्वपूर्ण बात यह होती है कि हमारा जो भी कर्तव्य है,दायित्व है,उसको निभाने का यही एक स्थल होता है। इस स्थल पर हम जनता की आवाज उठाना चाहते हैं या कोई प्रस्ताव इस सदन के सामने रखना चाहते हैं,तो वह उसको बड़े लार्ज-हार्टेडली स्वीकार करेंगे,हमारी मदद करेंगे। सरकार के पास अपने विचार रखने के लिए नैचुरली बहुत से मौके हैं। मैडम,आप भी उनको ज्यादा मौके देती हैं। मैं पार्शयल्टी का इल्जाम नहीं लगा रहा हूं लेकिन उनकी मेजोरिटी के हिसाब से आप उनको मौके देती हैं। तम्बिदुरै जी भी एक बहुत अच्छे व्यक्ति हैं। उनको इस सदन ने डिप्टी स्पीकर के पद के लिए चुना है,इसके लिए मैं उनको बहुत बहुत बधाई देता हूं।
अंत में,मैं एक ही बात कहकर अपनी बात समाप्त करूंगा। इस सदन में हमें पांच साल चलना है। मंजिल बहुत दूर है। रास्ता बड़ा कठिन है। फिर भी हमें चलना है। दिल मिले या न मिले,कम से कम हाथ मिलाकर चलना है।...(व्यवधान)
DR. P. VENUGOPAL (TIRUVALLUR): Hon. Speaker, Madam, on behalf of my party General Secretary and the Chief Minister of Tamil Nadu, Dr. Puratchi Thalaivi Amma, and on my own behalf I would like to convey heartiest congratulations to Dr. Thambidurai on his unanimous election to the office of the Deputy-Speaker of this House. I associate myself with the sentiments expressed by the hon. Prime Minister and Shri Mallikarjun Kharge.
It is a matter of great happiness that our leader of AIADMK Parliamentary Party has been elected as Deputy-Speaker of this 16th Lok Sabha. He is an economist and an educationist. He has been an elected Member of this House for the fifth time now. He served as Deputy-Speaker between 1985 and 1989 in the Eighth Lok Sabha. Later, he was also a Minister in the Union Cabinet in the previous NDA Government, and also served on many Parliamentary Committees.
His impartiality in conducting the business of the House is known to all the hon. Members who were the Members of the last Lok Sabha when he was also a Member of the Panel of Chairmen and used to conduct the proceedings of the House.
Madam Speaker, his elevation to this high office will surely lighten your burden to a great extent. I assure him of our wholehearted cooperation in running the affairs of this House. I wish him success in his new assignment.
SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): Madam, it is a good precedent that we elected you unanimously as the hon. Speaker. Now it has been followed by the election of Dr. Thambidurai as the Deputy Speaker. I will miss him most. Since last one month, he was sitting beside me. I was asked by a few journalist friends in the media why my party has not asked for the post of Deputy Speaker. I told them, ‘My leader Mamata Banerjee has said that when the name of Dr. Thambidurai is there, there is no question of any other name.’ We have worked together since last many years in this House. We believe Dr. Thambidurai is very sensible.
After five o’clock, when no other Chairperson is available to run the House, Dr. Thambidurai is available to run the House up to 8 p.m. You can be very certain that at least one person is there. When you are busy with your scheduled activities, at least he will conduct the House very smoothly.
I repeat Shri Kharge’s hope that objective and independent decisions will be taken by Dr. Thambidurai as you normally take.
SHRI BHARTRUHARI MAHTAB (CUTTACK): Madam, it is often said that things change and humankind is also aware that things do change yet they do not change.
It was in the Eighth Lok Sabha when the Treasury Benches had a very robust majority of more than 400 Members and the largest Opposition party was not given the Deputy Speaker’s post. It went to Anna DMK which was the second largest and Dr. Thambidurai was elected as the Deputy Speaker. In the 16th Lok Sabha again, the same thing is being repeated. Things have changed no doubt but change has not taken place. In the 16th Lok Sabha, we have the National Democratic Alliance which has more than 336 Members sitting in the Treasury Benches. We also have the largest Opposition party, which is not claiming the post of Deputy Speaker and the Deputy Speaker’s post has unanimously come to our friend Dr. Munisamy Thambidurai.
Very few people have tried to find out what ‘M’ stands for in his name M. Thambidurai. Today morning I tried to understand this from my friend, Dr. Thambidurai with whom I have worked together along with Shri Sudip Bandyopadhyay. We have worked togethere in various Committees. We have seen how very articulately he has been putting forth specific points of view and how he has also been able to work with others.
I hope, in the future, as Deputy Speaker of this House he will guide us. Dr. Thambidurai became Deputy Speaker for the first time in 1985. At a very young age, he was elected first to the Lok Sabha and was elevated to that post as Deputy Speaker. Now he has become seasoned though his hair has not greyed but I think life begins at 60 as it is often said in Tamil Nadu. I hope that he will guide us and guide this House for better results.
भारी उद्योग और लोक उद्यम मंत्री (श्री अनन्त गंगाराम गीते): माननीय अध्यक्ष जी,श्री एम.तम्बिदुरई जी को इस सदन के उपाध्यक्ष के रूप में निर्विरोध चुना गया है,मैं अपनी और अपनी पार्टी शिव सेना की ओर से बधाई देता हूं और शुभकामनाएं भी देता हूं। तम्बिदुरई जी ने इससे पूर्व सफलतापूर्वक उपाध्यक्ष पद को निभाया है,उनके पास काफी लंबा अनुभव है। कई वर्षों से तम्बिदुरई जी अपने राज्य तमिलनाडु और तमिलनाडु की समस्याओं के लिए इस सदन में अक्सर लड़ते रहे हैं,नेतृत्व करते रहे हैं। उनको शुभकामना देते हुए मैं कहना चाहता हूं कि उनके अनुभव का लाभ निश्चित रूप से सदन को मिलेगा। मैं सरकार में हूं,मैं माननीय प्रधानमंत्री नरेंद्र मोदी जी को धन्यवाद देना चाहूंगा। इस सदन में मैं उन्हें इसलिए धन्यवाद देना चाहता हूं कि जैसे यहां महताब जी ने एक उदाहरण दिया है,वैसे भारी बहुमत मिलने के बाद जो विपक्ष में चुने गये सदस्य हैं,विपक्ष के सदस्यों को यह अवसर मिलता है,जो सदन की परम्परा रही है,उस परम्परा के तहत हमेशा विपक्ष को ही उपाध्यक्ष के पद पर आसीन होने का अवसर दिया गया है,उस परम्परा को आज भी कायम रखा है और इसलिए मैं प्रधान मंत्री,श्री नरेन्द्र मोदी जी का भी धन्यवाद करता हूं और अपेक्षा करता हूं कि उपाध्यक्ष,डॉ.एम. तंबिदुरै जी अब तक ए.आई.डी.एम.के. का प्रतिनिधित्व कर रहे थे। अब तक मैंने इसलिए कहा,क्योंकि अब वह निष्पक्ष हो गये हैं। जब वह उपाध्यक्ष चुने गये हैं तो अब वह निष्पक्ष हो गये हैं। अब तक वह अपनी पार्टी का नेतृत्व कर रहे थे। राज्यों का प्रतिनिधित्व करने वाली जो पार्टियां हैं,उन राज्यों की पार्टियों की स्थिति और उनकी समस्याओं से वह अवगत हैं और इसीलिए इस सदन के अंदर जो अनेक स्टेट लैवल पार्टीज हैं,जो राष्ट्रीय राजनीति में अपनी महत्वपूर्ण भूमिका और जिम्मेदारी को निभा रही हैं,उन सारी स्टेट लैवल पार्टियों को इस सदन में सही सम्मान मिलेगा,यह अपेक्षा करता हूं।
SHRI A.P. JITHENDER REDDY (MAHABUBNAGAR): Madam Speaker, on my own behalf and on behalf of the leader of my Party, Shri K. Chandrasekhar Rao, I congratulate our colleague Dr. Thambidurai for becoming the Deputy-Speaker of this House unanimously. I, as was said by Shri Sudip Bhandyopadhyay, was sitting next to him in the front row. He was advising me then. But now he has gone too far! But still he will definitely be giving us good advice. He has always been supporting my leader in achieving Telangana all these years. We hope that in future also he will give us more chance to speak, when you are not occupying the Chair, for our Members from the newly-formed State of Telangana.
SHRI P. KARUNAKARAN (KASARGOD): Madam Speaker, all of us are happy that Dr. Thambidurai has been unanimously elected as the Deputy-Speaker of the 16th Lok Sabha. I am sure that he will be able to perform in that post because he has a long service as the Deputy-Speaker, as a member of the Panel of Chairmen, and a Minister holding various portfolios in Tamil Nadu also.
When I congratulate him on his elevation to that post – of course, it is good – but at the same time, there is going to be something missing with regard to debates in Parliament because during the period of 15th and 16th Lok Sabha , we have been watching him as an eloquent and efficient Parliamentarian. He has been intervening in almost all the issues. It is true that he has been raising issues concerning Tamil Nadu, and more especially the fishermen issue of Tamil Nadu. He would have raised that issue at least 100 times in this House. So, we have been seeing that. He was not only raising the issues concerning Tamil Nadu, but also national issues and other issues too.
Of course, it will enrich the Parliamentary procedure in India. As stated by other Members, as far as the number in the Opposition is concerned, it may be less. But as a Member raising many of the issues, he would feel that sufficient time and justice need to be given to the Opposition.

श्री मुलायम सिंह यादव (आज़मगढ़) : अध्यक्ष महोदया,डॉ.एम.तंबिदुरै उपाध्यक्ष पद के लिए चुने गये हैं,इसके लिए मैं उन्हें अपने दल की तरफ से बधाई देता हूं। सभी जानते हैं कि वह बहुत ही विद्वान और अनुभवी हैं,सदन चलाने में उनको कोई दिक्कत नहीं होगी और हम लोगों को भी दिक्कत नहीं होगी क्योंकि वे अनुभवी हैं। सदस्यों की भावनाएं और समस्याएं कैसे रखी जाती हैं और कैसे सुना जाता है,वह सब जानकारी उनको है। उनके चुने जाने पर हमें खुशी बहुत है,लेकिन एक अफसोस है कि वे मेरे बगल में बैठते थे और उनसे रोज़ाना बातचीत होती थी। अब वे काफी दूर हो गए हैं। लेकिन मुझे विश्वास है कि वे दिल से दूर नहीं होंगे। हमारे और उनके जो रिश्ते और संबंध रहे हैं,वे रिश्ते उनके उपाध्यक्ष के पद पर जाने पर भी कायम रहेंगे। हम पुनः आपको बधाई देते हैं। आप सदन चलाने में कामयाब होंगे। सब की शुभकामनाएं और सब का सम्मान आपको मिलेगा। इन्हीं शब्दों के साथ आपको पनुः बहुत-बहुत बधाई देते हैं।
SHRI MUTHAMSETTI SRINIVASA RAO (AVANTHI) (ANAKAPALLI): Thank you, Madam. On behalf of the Telugu Desam Party and our Leader Shri Nara Chandrababu Naidu, I congratulate Dr. M. Thambidurai. He is a highly experienced parliamentarian and has been elected as the Deputy-Speaker of the House second time. He is a very humble person. Since last one-and-a-half months he has been giving opportunity to all the new Members of Parliament and I hope in the coming days also he would encourage all the new Members by giving them more opportunities speak, like you, Madam. I hope and wish, in the coming days he would definitely take the dignity of the House to greater heights. I wish him all the best on behalf of my Party and on my own behalf. Thank you, Madam, for giving me this opportunity to speak.
उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्री (श्री राम विलास पासवान) : अध्यक्ष महोदया, मैं डॉ. एम. तंबिदुरै को उपाध्यक्ष पद पर सर्वसम्मति से चुने जाने हेतु अपनी पार्टी, लोक जनशक्ति पार्टी की ओर से बहुत-बहुत बधाई देना चाहता हूँ। जैसे सभी सदस्यों ने कहा और प्रधान मंत्री जी ने कहा कि इनका अनुभव चाहे डिप्टी स्पीकर के रूप में हो या मंत्री के रूप में हो, बहुत बढ़िया रहा है। जब ये पहली बार चुन कर आए थे, उस समय ये डिप्टी स्पीकर बने थे। उस समय इन्होंने सदन को बहुत ही सुचारू रूप से चलाया और मार्गदर्शन किया। यह इनका पाचवां टर्म है। निश्चित रूप से इनके अनुभव का लाभ मिलेगा। सबसे बड़ी बात जिससे हमको खुशी हो रही है कि ये जो पार्लियामेंट है, हमारा एक देश है। इसमें साउथ भी है, नॉर्थ भी है, ईस्ट भी है और वैस्ट भी है। ये सारी संस्कृति जब मिल जाती है, वह अपने आप में एक बहुत बड़ी चीज़ है। आप चेयर पर हैं, डिप्टी स्पीकर के रूप में वे रहेंगे। यह जो हमारा कल्चर है, यह जो हमारा बगीचा है, यह बहुत बड़ी चीज़ को शो करता है। इसलिए मैं अपनी तरफ से एक बार फिर से तंबिदुरै जी को बहुत-बहुत धन्यवाद देना चाहता हूँ, शुभकामनाएं देना चाहता हूँ। मुझे पूरा विश्वास है कि उनके नेतृत्व में यह सदन सुचारू रूप से काम कर सकेगा। आप जो बहुत ही व्यस्त रहती हैं, कभी-कभी टेंशन में आ जाती हैं, उसमें ये टेंशन को थोड़ा कम करने का काम करेंगे।
श्री तारिक अनवर (कटिहार): अध्यक्षा महोदय, सबसे पहले मैं अपनी पार्टी एन.सी.पी. की ओर से डॉ. तंबिदुरै जी को बधाई भी देता हूँ और उनको विश्वास भी दिलाता हूँ कि इस हाऊस को सुचारू रूप से चलाने में हम लोग उनका पूर्ण सहयोग करेंगे। उनका जो अनुभव है, एक लंबे समय से वे इस सदन के सदस्य हैं और एक अच्छे पार्लियामेंटेरियन के रूप में उन्होंने देश और तमिलनाडु की समस्याओं को हमेशा पूरी मज़बूती से यहां रखा है। मुझे विश्वास है कि आने वाले समय में वे सब को अपने साथ ले कर, इस सदन को विश्वास में ले कर सदन की कार्यवाही को सुचारू रूप से चलाएंगे और हम लोगों की तरफ से उन्हें पूर्ण सहयोग मिलेगा ताकि जो हमारी परंपरा है, वह इसी तरह बनी रहे।
SHRI MEKAPATI RAJA MOHAN REDDY (NELLORE): Madam, I compliment Dr. M. Thambidurai for having been elected as Deputy-Speaker of this House. I know him from 1989 onwards. His temperament and attitude definitely suits to this post and definitely he would be able to carry on this post successfully. I wish him all the best.
THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRIMATI HARSIMRAT KAUR BADAL): Madam, on behalf of my Party, Shiromani Akali Dal and my Chief Minister, Sardar Prakash Singh Badal, I extend warm congratulations to Dr. Thambidurai. It is, in fact, a source of great pride for the democracy of India that a Member from the regional party of South India has been elected to this coveted post unanimously.
Madam, it was not so long ago when, as a first time Member of a small Party, I used to sit on that side and Dr. Thambidurai would be across the isle from me. Often he would be on the Chair when it used to be our turn to debate. I must admit that he was always very kind to the regional as also small parties and was very generous with the time. I am sure with his experience and with his guidance, even though अब हम सबसे दूर होकर खड़गे जी के पास हो गये हैं। Under his leadership and his guidance, this House will rise to new levels of debating and decorum.

श्री भगवंत मान (संगरूर): अध्यक्ष महोदया,मैं अपनी पार्टी,आम आदमी पार्टी और हमारे नेता अरविन्द केजरीवाल जी की तरफ से डॉ. एम.तंबिदुरै जी को बहुत-बहुत बधाई देता हूं। जैसा कि माननीय प्रधानमंत्री जी ने कहा कि वे विद्वान हैं,किसान हैं और सामाजिक कार्यकर्ता हैं,इसलिए उनको समाज के हर वर्ग के दर्द का पता है। मुझे उम्मीद है कि जब वे चेयर पर आसीन होंगे और विपक्ष से कोई भी माननीय सदस्य बोल रहा होगा तो उनका हाथ बैल बजाने के लिए थोड़ी देर से जाएगा। मैं उनको एक बार फिर से बधाई देना चाहता हूं।
श्री राजेश रंजन (मधेपुरा) : महोदया,मैं अम्मा को बधाई देता हूं। ये एक अनुभवी,संवेदनशील और ऊंचे नैतिक मूल्यों के लिए जीने वाले आम आदमी,गरीब और किसानों के दर्द को समझने वाले हैं। ये पांच बार सांसद रहे हैं,तो मैं भी तीन बार इनके साथ रहा हूँ। एक ऐसे व्यक्ति के रूप में मैंने इन्हें अनुभव किया है कि छोटे दलों को,आरजेडी जैसे छोटे दलों को ये संरक्षित भी करेंगे और सुरक्षित भी करेंगे। ...(व्यवधान)मैं इनको हृदय से,अंतःकरण से बधाई देता हूँ। ये सार्वभौमिकता के लिए जीते हैं। मैं प्रधानमंत्री जी को भी बहुत-बहुत हृदय से बधाई देता हूं कि उन्होंने उच्च परम्परा को,ऐसी राह को चुनकर हमेशा एक परम्परा को जिंदा किया है। मै एक बार और प्रधानमंत्री जी को बड़ा दिल करने के लिए आग्रह करूंगा कि इसी तरह से विपक्ष में एक सुंदर नेता बनाने के लिए भी आप अपने दिल को बड़ा करें। ...(व्यवधान)यह मेरा आपसे आग्रह होगा। मैं आपको बहुत बधाई देता हूँ कि आपने उच्च परम्परा को आगे बढ़ाया है और हम भी आपके साथ,उस उच्च परम्परा के साथ खड़े रहेंगे। एक बार पुनः अपनी ओर से बहुत-बहुत बधाई अम्मा को,अपने दल और लालू यादव जी की ओर से,इस पूरे समाज को आप साथ लेकर चलेंगे,इसके लिए मैं आपको हृदय से बधाई देता हूं।
श्री दुष्यंत चौटाला (हिसार) : महोदया,मैं अपनी ओर से,इंडियन नेशनल लोक दल पार्टी की ओर से और हमारे मुखिया चौधरी ओम प्रकाश चौटाला जी की ओर से डॉ. एम. तंबिदुरै को बहुत-बहुत शुभकामनायें देता हूँ। इन्हें पूरे पार्लियामेंट ने एकतरफा चुनकर इस डिप्टी स्पीकर पद पर भेजा है। मैं यही उम्मीद करता हूँ कि जब ये चेयर पर आसीन हों तो जो छोटे दल हैं, जिनके दो या चार सांसद हैं, उनको भी बड़े दलों की तरह समय देकर अपनी आवाज उठाने का मौका दें। एक बार पुनः इंडियन नेशनल लोक दल की ओर से आपको बहुत-बहुत बधाई।
ग्रामीण विकास मंत्रालय में राज्य मंत्री, पंचायती राज मंत्रालय में राज्य मंत्री तथा पेयजल और स्वच्छता मंत्रालय में राज्य मंत्री (श्री उपेन्द्र कुशवाहा) : महोदया,मैं अपनी पार्टी राष्ट्रीय लोक समता पार्टी की ओर से डॉ. तंबिदुरै साहब को शुभकामना और बधाई देना चाहता हूँ। सदन आज सुखद अहसास कर रहा है। बाकी मौकों पर न सही,यद्यपि इस निर्णय में पक्ष-विपक्ष सभी लोगों की सहमति है लेकिन ऐसा माहौल बनाने में बड़े दलों की भूमिका,खासकर सत्ताधारी दल की भूमिका विशेष होती है। सत्ताधारी दल ने और बड़े दलों ने ऐसी भूमिका निभाई,इस बात के लिए जो उस तरफ के लोग हैं,इस तरफ के लोग हैं,मैं कहना चाहता हूँ कि निश्चित रूप से कम से कम इस निर्णय से अच्छे दिन का अहसास तो आप सबको हो रहा होगा।
महोदया,इस सदन के और भारत की संसद के ऐसे निर्णयों से ही दुनिया में हमारे लोकतंत्र को सबसे प्रतिष्ठित लोकतंत्र कहा जाता है। हम आपस में अपनी-अपनी राजनीतिक प्रतिबद्धताओं के कारण अलग मत रखते हैं लेकिन जब दुनिया को संदेश देने की ज़रूरत होती है तो हम सब एक हैं,इस बात का संदेश हम हमेशा देते रहते हैं। आज भी हमने संदेश दिया है। इस बात के लिए मैं पक्ष-विपक्ष,सभी दलों को और सभी सदस्यों को धन्यवाद देता हूँ,सभी के प्रति आभार प्रकट करता हूँ।
अपनी बात समाप्त करने से पहले मैं एक बात ज़रूर कहना चाहूँगा। आदरणीय प्रधान मंत्री जी बोल रहे थे। मुझे बड़ा अच्छा लगा जब और विशेषताओं तथा विशेषणों के अलावा थम्बी दुरई साहब के बारे में उन्होंने कहा कि वे किसान भी हैं। मैं समझता हूँ कि इनके उपाध्यक्ष पद पर आसीन होने से देश के जो किसान हैं,जिनकी नज़र हमारे इस सदन पर हमेशा बनी रहती है,उन किसानों की समस्याओं को यहाँ उठाने में,प्रमुखता देने में इनकी भूमिका होगी,इतनी अपेक्षा मैं इनसे करता हूँ।
इन्हीं शब्दों के साथ फिर से इनको बधाई देते हुए और तमाम पक्ष-विपक्ष के दलों को,सदस्यों को और विशेषकर आदरणीय प्रधान मंत्री जी को बधाई देते हुए मैं अपनी बात समाप्त करता हूँ।
SHRI TARIQ HAMEED KARRA (SRINAGAR): Madam Speaker, I rise here on behalf of the Jammu and Kashmir Peoples’ Democratic Party to congratulate Dr. Thambidurai on unanimously getting elected as the Deputy-Speaker of the Lok Sabha.
Madam, though I do not know him personally and do not have the experience of having worked with him, yet what we have seen in the last one and a half months is that whenever he would be in the Chair, he has been very accommodative. All of us know that democracy is a battle of ideas and the essence of democracy is accommodation which, in my experience, he has been upholding here for quite some time. I hope, as a small regional Party and – we have representation of just three Members – all other regional parties have reposed faith in him. Being an accommodative person, I hope, he will uphold that spirit. I again congratulate Dr. Thambidurai.

श्री कौशलेन्द्र कुमार (नालंदा) : अध्यक्ष जी,मैं अपनी पार्टी जनता दल (यू)की तरफ से और अपनी तरफ से डॉ. एम. तंबिदुरै जी को हार्दिक शुभकामना देना चाहता हूं कि सर्वसम्मति से आज उनका उपाध्यक्ष के पद पर चयन हुआ। इसके लिए पूरे सदन के तमाम सदस्यों को भी हार्दिक शुभकामना देता हूं। छोटी-छोटी जो पार्टियां हैं,उनको समय देंगे,यही आशा और विश्वास रखता हूं।
SHRIMATI ANUPRIYA PATEL (MIRZAPUR): Hon. Speaker, on behalf of my Party, Apna Dal, I am glad to congratulate our newly and unanimously elected Deputy-Speaker, Dr. M. Thambidurai. I wish we all have been waiting for this moment to arrive.
As a new Member, I have had the privilege of listening to his enriching words of wisdom on several occasions and I learn from the senior Members that he has served the Eighth Lok Sabha also as the Deputy-Speaker. So, I hope that his tenure in the Sixteenth Lok Sabha is going to be equally glorious. I learn from him and will continue to learn from him. The conviction with which he puts forth the philosophy and ideology of his Party is worth admiration. My heartfelt greetings to him on assuming his new office! SHRI N.K. PREMACHANDRAN (KOLLAM): Madam, I, on behalf of my Party, RSP, convey my heartiest congratulations to the newly elected Deputy-Speaker, Dr. M. Thambidurai.
Madam, I know him since 1996 and I can very well assure that he is the best Parliamentarian and he knows as to how Parliament can be used to achieve political goals. Even in the last Lok Sabha, with eleven Members, he was able to interpret his issues in the Parliament and achieved his political goals. They could achieve a big success in the last Lok Sabha elections. I think that is because of the earnest efforts made by Dr. Thambidurai. Right to dissent is the right in democracy. Madam, I hope with your guidance, hon. Deputy-Speaker, Dr. M. Thambidurai will render justice to smaller groups and smaller parties.
I wish all the best to him. I am also happy to have him in the seat of the Deputy-Speaker. He is a very close neighbour of the State of Kerala. And as a part of South India also, I would like to felicitate him on becoming the Deputy-Speaker.
DR. ANBUMANI RAMADOSS (DHARMAPURI): Madam Speaker, on behalf of my Party, the PMK, I would like to congratulate Thiru M. Thambidurai Avargal who has been unanimously elected as the Deputy-Speaker of this august House.
I am happy that you have an able colleague to support you. I am doubly happy that he, being a Tamilian as well and also one of the most experienced Member of this august House, will perform well and will live up to the confidence reposed onhim from the entire House cutting across different parties and regions who have supported him to elect him as the Deputy-Speaker of this august House.
I wish him all the best and kindly request him to give us more time to speak.
SHRI R. RADHAKRISHNAN (PUDUCHERRY): Hon. Madam Speaker, on behalf of my party and people of Puducherry, I would like to extend my warm congratulations to Dr. M. Thambidurai on being chosen as the Deputy-Speaker of this House.
I am sure that with his vast experience, he will be able to conduct and contribute to the proceedings of this House effectively.
SHRI H.D. DEVEGOWDA (HASSAN): Madam Speaker, I would like to extend my whole-hearted support to the proposal made by the hon. Home Minister to make Dr. M. Thambidurai as the Deputy-Speaker of this House and the proposal which was seconded by Shrimati Sushma Swaraj. I must be grateful to the Leader of the House today. Even though, there are various groups in the Opposition parties, he has tried to take the entire Opposition, whether it is a big group or a small group, into confidence in sharing the power with all the groups and the second largest group, the AIADMK, has been selected for the post of the Deputy-Speaker of this House.
This shows the magnanimity of the Prime Minister to take the entire House into confidence to run the House smoothly. I must whole-heartedly congratulate Dr. M. Thambidurai, who is my neighbour. We always had a difference of opinion on a particular issue concerning the farmers. But he always took it very smoothly. In your absence, he was the Chairman. At that time, when I wanted to raise the issue, I requested to come to this side. He extended his full cooperation. He has abundant patience.
Dr. Thambidurai is one of the most seasoned and experienced Parliamentarian, who has worked in various capacities. Much more than all these, he is a farmer, as the Prime Minister has mentioned. He knows the problems of this nation. I am so happy to see him today as the Deputy Speaker of this august House once again. Thank you very much. I extend my whole-hearted congratulations to him. I wish him all success.
SHRI C.N. JAYADEVAN (THRISSUR): Hon. Speaker, I, on behalf of my Party, the Communist Party of India, congratulate Dr. M. Thambidurai for having been elected as the Deputy Speaker of the House. I feel that my brother has been elected as Deputy Speaker. As comrade Shri N.K. Premachandran has stated, he is our neighbour. Kerala is very happy that a person from Tamil Nadu, which is the land of Anna Durai, MGR and Jayalalithaa, has been elected as Deputy Speaker of Lok Sabha. I congratulate him.
SHRI JOSE K. MANI (KOTTAYAM): On behalf of my Party, Kerala Congress (M), I extend my congratulations to the newly and unanimously elected Deputy Speaker of this House, Dr. M. Thambidurai. We have seen him speaking in the House. He used to speak out of conviction whenever there was any discussion or during the Question Hour or during any intervention. His strength is his experience in this Parliament. I am sure he will discharge his duties and responsibilities well. I wish him all the best.
माननीय अध्यक्ष : माननीय सदस्यगण,आज हम सब ने डॉ. मुनिसमी तंबिदुरै को सोलहवीं लोक सभा के उपाध्यक्ष पद पर निर्वाचित किया है। उपाध्यक्ष पद पर उनके निर्वाचन के अवसर पर उनका हार्दिक अभिनंदन करते हुए मुझे बहुत प्रसन्नता हो रही है। मैं सभी राजनीतिक दलों और समूहों के नेताओं को इस महान सभा के समय की कसौटी पर खरी उतरी परंपराओं को कायम रखने और डॉ. मुनिसमी तंबिदुरै को सर्वसम्मति से लोक सभा के उपाध्यक्ष पद पर निर्वाचित करने के लिए सभी को बधाई देती हूं। ऐसी लोकतांत्रिक भावना से ही सभा के निर्विघ्न और स्वस्थ कार्यकरण का मार्ग प्रशस्त होता है।
उपाध्यक्ष के पद का हमारी संसदीय प्रणाली वाली संवैधानिक व्यवस्था में बहुत ही महत्वपूर्ण स्थान है,क्योंकि इस पद को धारण करने वाला पदाधिकारी,अध्यक्ष के सभा में उपस्थित न होने की स्थिति में पीठासीन अधिकारी के रूप में कार्य करता है और उसके दायित्वों का निवर्हन करता है। मैं अपनी ओर से और सभा की ओर से डॉ. तंबिदुरै को लोक सभा के उपाध्यक्ष पद पर निर्वाचित होने पर बधाई तो देती ही हूं,और उनके बुद्धिमत्ता और राजनीतिक जीवन के दौरान उनके योगदान के दीर्घकालिक अनुभव का यह उपयुक्त सम्मान है,ऐसा मैं महसूस करती हूं। उपाध्यक्ष के पद पर उनके निर्वाचन से निश्चय ही इस पद की गरिमा भी बढ़ेगी,ऐसा मुझे विश्वास है। मुझे विश्वास है कि उनके मार्गदर्शन में यह सभा सुचारू रूप से और कुशलता पूर्वक कार्य करेगी।
वे पांच बार इस सभा के सदस्य रह चुके हैं। पहली बार वर्ष 1984 में 8वीं लोक सभा के लिए निर्वाचित हुए थे और लोक सभा के उपाध्यक्ष पद हेतु भी निर्वाचित हो चुके हैं। तब से चार बार 9वीं, 12वीं, 15वीं और 16वीं लोक सभा के लिए पुन:निर्वाचित हुए हैं। केन्द्रीय केबिनेट मंत्री के रूप में भी आपने विधि और न्याय कम्पनी कार्य और भूतल परिवहन सहित विभिन्न मंत्रालयों का पदभार संभाला है और सभापति तालिका के सदस्य भी आप रह चुके हैं। विभिन्न संसदीय समितियों के सभापति और सदस्य के रूप में भी संसदीय कार्य के लिए आपने बहुत योगदान दिया है। मेरा विश्वास है कि राजनीतिक सूझबूझ से यहां पर भी आप अपना एक विशेष स्थान बनाएंगे। व्यक्तिगत रूप से मुझे भी एक माननीय साथी इस महान लोक सभा के एक पीठासीन अधिकारी के रूप में मिले हैं,इसके लिए मुझे प्रसन्नता हो रही है।
मेरा विश्वास है कि हम साझा प्रयास करते हुए इस संसदीय लोकतंत्र की परम्पराओं को कायम रखेंगे और इस आदरणीय संस्था लोक सभा की विरासत को आगे बढ़ाएंगे। माननीय खड़गे जी,मेरा यह भी विश्वास है कि अगर मन साफ हो तो दिल मिलने में कठिनाई नहीं होती है। कदम से कदम मिला करके राष्ट्र को विकास की राह पर हम सभी ले जाएंगे,ऐसा हमारा विश्वास है और इसमें सभी सम्मिलित भी रहेंगे।
मैं पुन:डॉ. मुनिसमी तंबिदुरै को लोक सभा के उपाध्यक्ष के पद पर निर्वाचित होने पर हार्दिक बधाई देती हूं।
HON. DEPUTY-SPEAKER: Respected Madam Speaker, at the outset, let me quote Saint Thiruvalluvar, the great Poet’s couplet:
Vinaikkurimai Nadiyapinrai avanai atharku uriyavanaga seyal. Entrust a responsibility after evaluating thoroughly one’s capability. It is the meaning of this short but great couplet.
Madam, I have to prove this and it is my responsibility to rise upto that standard. The House has given me this responsibility and I will prove that, I am worthy of it.
Respected Madam Speaker, I express my deep sense of gratitude to you and to the hon. Members of this august House in electing me unanimously to the high Office of the Deputy-Speaker of Lok Sabha.
At the outset, I thank my leader Puratchithalaivi hon. Chief Minister of Tamil Nadu Dr. Amma with immense gratitude for having given me this opportunity to serve as the Deputy-Speaker for the second time. I thank hon. Amma for reposing confidence in me by sponsoring me to this High Office.
I am grateful to the hon. Prime Minister of India Shri Narendrabhai Modi for giving this honour. I assure both my leader hon. Puratchithalaivi Amma and the hon. Prime Minister that I will prove worthy of their choice. The slogan of my leader hon. Puratchithalaivi Amma is: Makkalal Naan, Makkalukkaga Naan. That means, I am with the people and the people are with me. That is how hon. Amma created history and sent 37 Members of Parliament to this august House from Tamil Nadu out of the 39 seats contested. This made our Party, the AIADMK, the third largest Party in the current Lok Sabha.
I am also deeply indebted to the founder leader of our Party, the former Chief Minister, Bharat Ratna, Puratchithalaivar DR. MGR. His slogan for success is: uzhaippe uyarvu. That means, hard work and efforts lead to success.
Madam, our great leader Perarignar Anna, the former Chief Minister of Tamil Nadu had the great principles: Kadamai, Kanniyam, Kattuppadu. It means, Duty, Dignity and Discipline.
13.00 hrs. It will always be my endeavour to follow those principles while discharging my duties as Deputy-Speaker of Lok Sabha.
The great political and social reformer of Tamil Nadu, Thanthai Periyar, fought against caste divisions and stood for empowering women. My leader, hon. Puratchi Thalaivi Amma is making all the efforts to see that 33 per cent reservation for women becomes a reality. That Bill has to be passed by the Parliament. This is what we are expecting, and I think this House would take it up quickly and pass the Women’s Reservation Bill which gives 33 per cent reservation for women in Legislatures.
I am deeply overwhelmed by the warm references made by the Leader of the House, the hon. Prime Minister of India, Shri Narendra Modi, and other political leaders of this House, and other hon. Members of this House.
Hon. Speaker, I am conscious of the fact that this Office has all along been occupied by eminent predecessors, and I will follow their footsteps. Their rich traditions would guide me in performing my duties and upholding the dignity of this House.
They will ever remain in my thoughts when I sit in the House and it will be my endeavour to discharge my functions in an impartial manner as is expected of me. At the same time, I will seek the cooperation from all sections of this House, and I am sure, this will be forthcoming in abundant measure. I will keep the interests of all Parties, Groups, and individual Members in my mind while I discharge my duties. Most of the Members have made requests regarding that. Definitely, based on my experience, I would take care of that.
Hon. Speaker, I assure you that you will always have my fullest cooperation in running the House.
Hon. Speaker, once again, I thank you hon. Prime Minister of India, Leaders of all Political Parties, and hon. Members of this House, on behalf of my Leader, Hon.Puratchi Thailaivi Amma, on behalf of my Party, AIADMK, and on my own behalf, for electing me to this high Office. Thank you very much.
