(5)The Finance Officer shall : -(a)exercise general supervision over the funds of the Vishwavidyalaya and shall advise the Vishwavidyalaya with regard to its financial matters; and(b)exercise such other powers and perform such other functions, as may be assigned to him by the Executive Council, or as may be prescribed :Provided that the Finance Officer shall incur any expenditure or make any investment with prior approval of the Executive Council or as may be prescribed.
