Section 5(1) in U.P. Prison Administration and Reforms Department Engineering (Gazetted) Service Rules, 2006
(1)Executive Engineer.-By promotion through the Selection Committee from amongst substantively appointed Assistant Engineers who have completed five years service as such on the first day of the year of recruitment:Provided that if no suitable or eligible person is available for promotion, the post may be filled by transfer of service in accordance with the policy laid down by the Government.
