Section 77(4) in The Bihar Municipal Election Rules, 2007
(4)Ballot Boxes, Packets etc. to be sent to the Returning Officer. - (1) The Presiding Officer will send to the Returning Officer-(a)Ballot boxes;(b)Ballot paper and paper seal account;(c)Sealed packets specified in sub-rule (3); and(d)All other papers used in poll, and deposit them at the specified place.
