Section 25(i) in The U.P. Prohibition (Excise) Gazetted Service Rules, 1982
(i)the first efficiency bar unless he develops complete grasps over departmental rules and regulations and office procedure and unless his work and conduct is found to be satisfactory and his integrity is certified, and
