Section 62(1) in The Bihar Municipal Election Rules, 2007
(1)The Presiding Officer just before the commencement of the poll allow the candidates, their Election Agents and Polling Agents, present at the polling station to inspect the Ballot Box to be used for poll and show them that the box was empty.
