Section 12(2) in The Orissa Fruit Nurseries (Regulation) Rules, 2001
(2)Individual plants shall be kept in containers of appropriate size to hold on to the root zone in order to sustain adequately the life of the plant till its use in planting and care mast be taken by the Nursery-man to provide for the minimum risk of loss during such process.
