11. Limits on State Support and Public Financial Support.
(1)State support for a project in the form of subsidy, capital grant, and equity participation during the period of construction of the project shall not in the aggregate exceed 20 percent of the total project cost;(2)Total public financial support for a project in the form of subsidy, capital grant, equity participation, net present value of operational grants, loans and the net present value of quantifiable tax incentives shall not exceed 40 percent of the total project cost;(3)The ceiling for state support and public financial support prescribed under sub-rule (1) or (2), shall not include any annuity payable to the concessionaire under the concession agreement.
