Section 3(2)(i) in The Orissa Forest Shooting Rules, 1973

(i)The Chief Conservator of Forests may, by notification in the Official Gazette, declare any reserved forest or a portion.thereof as sanctuary to be altogether closed to hunting for any period. If, however, any portion of protected forest is proposed to be included in a sanctuary, such notification shall be issued by the Government.
