Section 107(3) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(3)The Chairman shall disallow any motion or part of a motion on the ground that it relates to a matter which is not primarily be the concern of the District Council, and, if he does so, the motion shall not be placed on the lists of business.
