Section 145(1) in The Navy (Pay And Allowances) Regulations, 1966
(1)Sailors and apprentices (excluding boys) shall receive dearness allowance at 11100 per cent] of the rates and under the conditions applicable to civilian Government servants, as specified for them in Government orders from time to time.
