Section 10(1) in The West Bengal Vaccination Act, 1973
(1)Notwithstanding anything contained in sections 8 and 9, the Superintendent of Vaccination may, in the event of an outbreak or threatened outbreak of smallpox, direct any child or person within his jurisdiction to be forthwith vaccinated or re-vaccinated, as the case may be.
