Section 2(c) in Punjab State Electricity Regulatory Commission (Open Access) Regulations, 2005
(c)"Consumer" for the purpose of these Regulations shall be a consumer as defined under Clause (15) of Section 2 of the Act; and shall also include a person seeking Open Access.
