Section 16(b) in Orissa Public Distribution System (Control) Order, 2008
(b)Notwithstanding anything contained in Sub-clause (a), the Central Government or the State Government or the Director of Food Supplies or the Collector of the District or the Licensing Authority may direct the licensee to submit a return in the form prescribed by that authority.
