(7)Notwithstanding anything to the contrary contained in this section, two or more States Governments may enter into an agreement to constitute a Joint Dental Council with representation of the participating States, not exceeding the composition specified in sub-section (1), to be in force for such period and subject to renewal for such further period, as may be specified in the agreement.Explanation.—For the purposes of this Act,—(a)"State" includes Union territory and the expressions "State Government"and "State Dental Council", in relation to a Union territory, shall respectively mean the "Central Government" and "Union Territory Dental Council";(b)the expression "professional or ethical misconduct" includes any act of commission or omission as may be specified by regulations.
