(1)On receipt of an application for the grant of a licence, the Licensing Officer may, after taking into consideration the matters referred to in clause 6 either grant or refuse a licence.(2)Where the application for a licence is refused, the reasons for such refusal shall be recorded in writing and a copy of the same shall be furnished to the applicant, and the fees paid by the applicant along with the application shall be refunded to him.(3)Where the application for a licence is not refused, Licensing Officer shall grant the applicant a licence in Form B.
