Section 17(5) in The Orissa (State) Council of Culture Rules, 1990
(5)If after the counting of the first preferences it is found that none has received the minimum required number of nominations, the second preferences shall be counted and so on,until the counting of the fourth preferences if necessary :Provided that if after the counting of the fourth preferences too, none receives the minimum required number of nominations or if two or more of the highest recipients of nominations are bracketed, the matter shall be finalised by the Board.
