(2)If any such work is begun or completed without such permission, the Chairman-in-Council may-(a)by written notice require the owner or the other person who has done such work to fill up or demolish such work; or(b)grant permission to retain such work or portion thereof on such terms and conditions as the Chairman-in-Council may consider fit to impose.
