14. Power to incur expenditure.
(1)subject to the provisions of the Act and these rules and the rules made and orders issued by the Central Government relating to revenue an expenditure for the time being in force, the Board may incur such expenditure as it may think fit on items provided for and within amounts sanctioned by the Central Government, in the budget.(2)The re-appropriations between sub-heads and heads of expenditure may be made by the Board.(3)The Board shall not incur expenditure outside India on any item without the previous sanction of the Central Government.
