Section 14(1) in The National Oilseeds And Vegetable Oils Development Board Rules, 1984
(1)subject to the provisions of the Act and these rules and the rules made and orders issued by the Central Government relating to revenue an expenditure for the time being in force, the Board may incur such expenditure as it may think fit on items provided for and within amounts sanctioned by the Central Government, in the budget.
