Section 15(1) in West Bengal College Service Commission Act, 2012
(1)Notwithstanding anything contained in any other law for the time being in force or in any contract, customs or usages to the contrary, appointments to all non-teaching employees of the Government aided Colleges in West Bengal shall be made on recommendation of the Commission.
