Section 15 in West Bengal College Service Commission Act, 2012
15. Effect of recommendation of the Commission.
(1)Notwithstanding anything contained in any other law for the time being in force or in any contract, customs or usages to the contrary, appointments to all non-teaching employees of the Government aided Colleges in West Bengal shall be made on recommendation of the Commission.(2)Notwithstanding further anything contained elsewhere in this Act, the terms and conditions of service of Non-teaching employees of a Government aided College immediately before the commencement of this Act, shall not be varied to the extent of disadvantage of such employees, in so far as such terms and conditions are related to the appointment to such posts held by them immediately before the commencement of this Act.
