Section 12(3) in West Bengal Prisoners' Welfare Fund Rules, 2008
(3)The Member Secretary of the Committee shall receive written request from the Prisoners in the correctional homes within the Circle for assistance and place the same before the Committee. Decision of the Committee shall be final and binding. However, for any financial assistance exceeding rupees one thousand. the Circle Executive Committee shall place the proposal, after consideration, before the Central Executive Committee for approval. Decision of the Central Executive Committee shall be final and binding in those cases.
