Section 11(2) in The Orissa Secretariat Service Rules, 1980
(2)If the Selection Board on review under Sub-rule (1) considers that any officer is not fit to continue in the rank in which he is officiating on the basis of the select list, it may recommend removal of the name of such officer from the concerned list.
