Section 3(a) in The Bureau of Energy Efficiency (Terms and Conditions of Service of Employees) Rules, 2017
(a)every appointment to the post in the Bureau equivalent to Group 'A' and Group 'B' posts under the Central Government other than those specified in sub-section (2) of the section 9 of the Act, shall be made by the Director-General of the Bureau; and
