3. Appointments to the posts in the Bureau.
- Subject to the overall control of the Bureau,-(a)every appointment to the post in the Bureau equivalent to Group 'A' and Group 'B' posts under the Central Government other than those specified in sub-section (2) of the section 9 of the Act, shall be made by the Director-General of the Bureau; and(b)every appointment to the post in the Bureau equivalent to Group 'C' posts under the Central Government shall be made by the Secretary of the Bureau.
