(1)Any person contravening the provisions of these rules or who fishes, attempts to fish or abets fishing contrary to the above provisions, shall be liable to a penalty which may extend to rupees five thousand but not less than rupees one thousand and when the breach is a continuing one, to a further fine which may extend to rupees one hundred for every day, after the date of the first conviction, during which the breach is proved to have been persisted in.
